The RBR Series is geared toward how we train and respond to events that involve Hazardous Materials / Weapons of Mass Destruction. Risk Based Response (RBR) is a series of job-aides, booklets, and interactive presentations, which incorporate the best practices of the emergency response community and proven science into a systemic thought process.
The RBR method is designed to assist the Emergency Responder to:
• Determine the type of event (i.e. Chemical, Biological, Radiological, Explosive)
• Determine the hazards (TRACEM)
• Evaluate the potential outcomes
• Determine the appropriate response options based upon facts and the circumstances
of the incident
• Improve critical decision making Skills
• Assist in documenting an incident

by first responders to train first

in the principles of HazMat/WMD response.
More importantly it shows how to use this
information in the field safely, effective,

most current training standards while at the same
time looking at each level of education, training
and response from a very practical approach.
